WASHINGTON, DC – Today, Shatterproof announced that Kevin Roy, a seasoned leader with nearly two decades of healthcare policy experience, will lead the organization’s public policy team starting on July 16. Roy, who currently serves as Executive Vice President of Advocacy at Autism Speaks, will lead Shatterproof’s national advocacy initiatives as both federal and state leaders push for comprehensive solutions to the opioid epidemic.

His incredible work at Autism Speaks shows that he will be able to significantly enhance our impact, ensuring that every American has access to the highest quality prevention and treatment programs for the disease of addiction.”
Along with protecting insurance coverage for people with substance use disorders, Shatterproof has vigorously advocated for policies that will save lives, including the 21st Century CURES Act and incentivizing evidence-based treatment. Under Roy’s leadership, Shatterproof plans to build on their success in states, where they have expanded the use of Prescription Drug Monitoring Programs (PDMPs) and access to Naloxone, while ensuring that prescriber practices align with the CDC Guideline for Prescribing Opioids. It is currently focused on implementing the recommendations provided by the President’s Commission on Combating Drug Addiction and the Opioid Crisis, and advocating for best practices in states.
In his role at Autism Speaks, Roy helped enact numerous federal and state policy initiatives, including the passage of the Combating Autism Reauthorization Act of 2011 and the Autism CARES Act of 2014, more than doubling federal autism research funding on an annual basis. He also worked with numerous disability organizations to pass the Stephen Beck, Jr., Achieving a Better Life Experience Act of 2014 (ABLE Act), considered by some to be the most significant disability legislation since the Americans with Disabilities Act (ADA). He then managed the state-by-state enactment of that law.

Roy worked on Capitol Hill for many years, serving as a senior advisor on federal budget policy. He earned his MBA from the Fuqua School of Business at Duke University and a BA in History from Dickinson College. He is based in Washington, DC.
