Celebrating Senate Vote to Close the Loophole on Unregulated Synthetic Hemp Products

Washington, D.C. — Shatterproof, a national nonprofit dedicated to addressing the addiction crisis, celebrates this week’s bipartisan Senate vote to close the loophole that has allowed synthetic hemp products — such as Delta-8 THC — to be sold unregulated across the country. 

The provision, included in the federal budget bill expected to pass the House this week and be signed into law by the President, represents a critical milestone in protecting youth and families from untested psychoactive substances that have proliferated in recent years. 

“This is a win for prevention and for public health,” said Pam Jenkins, CEO of Shatterproof. “Closing the Delta-8 loophole is an essential step toward protecting kids, supporting parents, and ensuring that products with powerful psychoactive effects are regulated responsibly.” 

Shatterproof has long advocated for closing this gap in federal law, which allowed synthetic hemp derivatives to be sold without safety standards or age restrictions — often in packaging that resembled candy or soda. 

“Our advocacy on Capitol Hill, powered by thousands of Shatterproof supporters who signed petitions and contacted their representatives, shows what’s possible when common sense and community come together,” said Kevin Roy, Chief Public Policy Officer at Shatterproof. “This progress is just the beginning of a renewed focus on prevention grounded in evidence and compassion.” 

The organization emphasized that while this marks a major step forward, continued vigilance is needed to prevent the rise of other unregulated psychoactive substances that threaten youth health and safety.
