Today, Shatterproof was awarded a grant by the Laura and John Arnold Foundation to assess insurance coverage for opioid addiction treatment.
NEW YORK, NY – Shatterproof has been awarded a grant by the Laura and John Arnold Foundation to conduct a six-month pilot program, assessing health insurance coverage and payment policies related to evidence-based treatment for opioid use disorder (OUD). This assessment will be conducted with at least three private insurance companies and two states.

Shatterproof will partner with the University of Pennsylvania’s Leonard Davis Institute of Health Economics in this effort. The assessment will seek to understand the areas where payers have oversight on changes in payment and policy, the barriers they may face to making changes, the strategies that are being implemented to improve access to quality treatment, and the best markers to track this information within the industry.
The objectives of the six-month program include:
- Gather qualitative and quantitative data on payment and plan design related to treatment of OUD, and qualitative data on payer strategies designed to affect treatment of OUD.
- Develop a detailed plan to overcome identified barriers across a representative set of private and public payers.
- Explore ways to address missing or inaccurate information through triangulation and alternative data sources.
Achieving the short-term objectives of this pilot program will lay the groundwork for longer-term aims of the Shatterproof SUD Treatment Task Force. Specifically, the Task Force seeks to make meaningful progress to combat the opioid epidemic by transforming the addiction treatment system and ensuring it aligns with high-quality best practices.
